 MINUTES

Call To Order

The bi-monthly HOST General Membership meeting was held on Thursday, October 10, 2002. The meeting was called to order by Robin Bond, Chair, at 2:10 p.m., at HCC Marine Education Center, Sand Island Access Rd., Honolulu. Introductions were made and James Howe, representing City and County of Honolulu, Ocean Safety was introduced as the first speaker.

AGENDA Item #1 – OCEAN RECREATION ASSOCIATE IN ARTS DEGREE

Jim Howe presented the draft course description that has been developed out of the meetings at Windward Community College. Students graduating from this program will have knowledge and understanding of the ocean environment (especially the Hawaiian ocean environment), best environmental practices, water safety practices, social and cultural aspects of ocean recreation, legal and management issues, and specific water sports.

AGENDA Item #2 – SEAFARERS TRAINING CENTER  

Joe Curtis discussed the new Seafarers Training Center that is being planned for construction and presented an outline of the courses currently being offered. Contact Joe at seafarertc@aol.com for more information.

AGENDA Item  #3 – SECURITY ZONES, COMMENTS ON RULEMAKING

Bob Heidrich discussed HOST’s letter that provided input on the Security Zone rulemaking.  Bill Mossman was recognized for taking the lead on this issue for the HOST subcommittee.

AGENDA Item  #4  – Homeland Security 

Capt. Skuby discussed the Port Security Plan that is to be completed by December 3, 2002.  There will be seven benchmarks by February 2003.  Lt. Marie Byrd is the point of contact. The State of Hawaii is developing the terminal plans.  The CG reorganization is trying to minimize overlaps. 

LT Mike McBrady gave a presentation on Local Notice to Mariners (LNM)

Local Notice to Mariners (LNM): all D14 LNM’s are available at http://www.navcen.uscg.gov/lnm/default.htm. Just click on 14th District and you can select from every issue for the last several years! The LNM is THE source for information on what’s going on in the Hawaiian Islands maritime domain: chart corrections, buoy and light outages, marine events, restricted areas, and other general information. If you would like to receive the LNM every week via email, just send a request to Chris Bearden at cbearden@d14.uscg.mil. Please indicate if you are already receiving the LNM via regular mail and we will remove you from out mailing list.

Broadcast Notice to Mariners (BNM): all CG BNM’s are available on the internet at www.himis.org on the main page under the Active Coast Guard Broadcast Notice to Mariners heading. This gives the mariner near real-time access to dynamic information (buoy and light outages, military exercises, etc.) w/o having to listen to the regularly scheduled broadcasts by Group Honolulu on VHF-FM.

Waterway User Feedback: the Coast Guard’s Aids to Navigation staff wants your input. What comments do you have on where more buoys and/or lights are needed and where we may have some that we don’t need? Periodically (every 5-7 years depending on the waterway), the CG reviews all the aids in a given harbor or waterway. Recent studies completed this past year include: Kewalo, Ala Wai, Haleiwa, Manele Bay (Maui), Maalaea Basin (Maui), and Maunalua (Hawaii Kai). These reviews are advertised in the LNM and comments from the
public are solicited. Unfortunately, very few comments are ever received. Interested mariners should provide comments and suggested improvements (e.g. light that buoy, make that break wall light brighter, that range is hard to see in the afternoon, we need a light there) on aids to navigation directly to the aids to navigation staff (808 541-2318/9 or mtmcbrady@d14.uscg.mil or wscott@d14.uscg.mil). A written request endorsed by the commodore of the yacht club, harbormaster, HI DOT Harbors Division rep, or company
president, lends added weight to your request. Proposed changes approved by a majority of the HOST membership will be addressed immediately.

AGENDA Item  #5 – HARBOR FESTIVAL

Capt. Gilbert Kanazawa (Ret) informed the membership of the status of the Honolulu Harbor Fest, which is schedule for November 9. HOST will be provided with a booth.

Robin also asked if anyone wanted to attend the Board Meetings please feel free to participate.   Also, if anyone had any suggestions for topics of interest or concern to please let him know. 

ANNOUNCEMENTS:

  1. Robin announced the dates of the Christmas Party

  HOST CHRISTMAS PARTY  – DECEMBER 19th, HAWAII YACHT CLUB. 6:00 pm to 9:00 pm.

        HOST DECEMBER BOARD MEETING – DECEMBER 12th , HAWAII YACHT CLUB.

  The meeting was adjourned at 1600 by consensus. The next General Membership meeting will be on February 20, 2003, at 1400.
