Robin asked everyone to introduce themselves.
AGENDA ITEM #1 Call to Order
Robin called the meeting to order. A quorum is present.
AGENDA ITEM #2 Approval of the Minutes of last meeting.
Robin Bond asked if there were any proposed changes to the Minutes from the July and August Board meetings. Hearing none, the Minutes were passed by consensus.
AGENDA ITEM #3 Treasurer’s Report
Chris Woolaway reported that we have a total of $1,180.92 which is after spending funds to support the Safety Workshop at the Boat Show.
American Savings sent us a notice that they will now start charging us a monthly maintenance fee of $5.00. Robin went in to talk with them and found out that they will not be charging us as we are a non-profit group. Chris will be watching to see if they charge us.
AGENDA ITEM #4 Membership Meeting Comments ( August 25th, 2005 )
Everyone thought that the meeting went very well. Both the cool water air conditioning and the Casitas response were very well received.
AGENDA ITEM #4 Membership Meeting Comments ( October 20th, 2005 )
• Bill Anonsen is willing to give an update on Maritime Security – Cruise Industry update. Essentially this is a report on the lessons learned from an NCL/security community exercise that was conducted recently. There was a general consensus that this might be of general interest.
• Americas Waterways Watch Program presentation. Lt. Brian Murphy has a program that is focused primarily on Security but also on Safety issues.
• Charley Pires was in New Orleans building a boat. He may be back by then and could give us an update.
• Robin said that we have the video “Sharing the Bay” which lasts about 15 minutes. It would be a good video to show what can be accomplished by a harbor safety committee. It may be that we could do a similar video on some of the issues in Hawaii .
AGENDA ITEM #6 Pending HOST Safety Issues
• SOP 6-98 Commercial VHF Comms – Robin said that this is very near completion and after a few changes it will be ready to go.
• Safety At Sea Subcommittee. – The next one will be at the Harbor Festival. A presentation on trailering and some of the other topics that we have presented before. Bill Anonsen is on the committee and is getting the final ok at a meeting this week.
• Kawaihae Harbor Tug and Barge Safety – Nothing new on this but Tom Heberle pointed out that it is not just tugs they are starting to see some cargo ships going there. One type is for the loading of the deep sea water for Japan .
• SOP 7-98 Multiple Cruise Vessels Visiting Offshore Port Anchorages – Kim said that we are now putting together a committee. We have Troy Brown, Jeff Connors, Kim Beasley and asked if anyone else wants to join in. LCDR Rick Raksnis and Captain Terry Rice volunteered and suggested that Hal Silva be involved. On October 7th and 8th we will have two ships in Lahaina at the same time. This may be an opportunity to gather information and possibly shoot some video. Bill Mossman said that there is a committee on Maui that is looking at the impacts of the Cruise Ship Industry on Harbor Congestion. It may be of some interest to communicate our safety concerns to this group. It may not be a completely compatible discussion as they are not necessarily focused on safety. Captain Brown said the USCG is conducting a port by port analysis of whether recent incidents are due to port congestion or operational errors. This effort may be another way of looking at congestion/safety issues.
• Clean Water Act/State water quality subcommittee – Nothing new here.
• Tug Assistance – The Harbor Pilots have submitted their letter to Barry Fukunaga and would encourage anyone with an interest in this subject to right a letter to Harbors. USCG is looking at the “near miss” incidents to try to get a better handle on the data which may shed some light on this issue.
AGENDA ITEM #6 – New Business
• LCDR Rick Raksnis – SOP 10 – 98 said that the USCG recently ran a Hurricane drill during which the SOP 10 – 98 on Ship Dispersion. It was clear that there are some changes in our procedures under the Captain of the Port guidelines. For example the USCG will no longer be putting a person up in Aloha Tower . Rick volunteered to head up a committee to revisit this SOP. Brad Rimell and Kim Beasley offered to help. Brad wondered if whether we want to include a look at the policies as they relate to small boat harbors such as Kewalo Basin . In the Hurricane Preparedness Manual each County is approaching this problem separately. They may or may not be addressing this problem. It may be that this may end up being an educational effort for securing your vessels. We could also consider developing a brochure for vessel storm preparedness. Chris Woolaway suggested that we could also take another look at the Hurricane Manual to see whether it needs updating.
• Robin updated the Committee on the 2005 Rough Water Swim. The currents were so bad that they had to cancel the event. Nobody wants another rescue situation like happened two years ago.
AGENDA ITEM #7 – USCG Concerns
• Captain Brown reported that District 14 anticipates sending people to the New Orleans relief effort. This is such a huge incident that will go on for quite some time. Please help us to keep a vigilant eye on the Harbor Security issues.
AGENDA ITEM #8 State of Hawaii Concerns
• Nobody from the State was present. Chris Woolaway has tried to encourage the State to participate as often as possible. She as been speaking with Richard Rice. He pointed out that they have lost a number of key personnel but realize how important it is.
AGENDA ITEM #9 Coast Guard Auxiliary
• John Regan reported that 10 people from Hawaii have volunteered to go to the Gulf response effort.
• Also the Auxiliary conducted some training for the US Marine Corps on boating safety. This happened on September 1. Over 300 Marines were trained.
AGENDA ITEM #10 Announcements
September 17th is the 2005 “Get the Drift and Bag It”. The USCG and P&R Water Taxi have volunteered to help with the cleaning of Keehi Lagoon.
Also, The Kukui and Walnut Coast Guard Cutters will be returning soon from the deep water derelict net recover effort. NOAA is close to finalizing an agreement with the “Free Bird”. A vessel that will be leaving for the Northwest Hawaiian Islands this Sunday and return in November.
