HOST MEMBERSHIP MEETING

The meeting was called to order by HOST Chair Robin Bond. There were 39 members in attendance.

1.    Automatic Identity System (AIS)

CAPT. Lynn Korwatch and Mr. Chris Hicks from the San Francisco marine Exchange gave a demonstration of the shipboard Automatic Identity System (AIS) and the economic benefits to Hawaii’s maritime stakeholders.

An AIS System that provides statewide coverage is now available for all Hawaii’s Maritime operators, vessel owners/charters, marine service companies, and State and Federal Government agencies with interactions with vessels transiting Hawaii State waters and ports.

Some basic features include:

·SERVICE IS LOW COST; ONLY A SMALL MONTHLY SUBSCRIPTION FEE

·KNOW WHERE YOUR VESSEL IS IN ‘REAL TIME’

·INFORMATION READILY AVAILABLE FROM THE INTERNET

·VIEW INFORMATION ONBOARD YOUR VESSEL OR AT YOUR OFFICE DESK

·NO SPECIAL SOFTWARE TO BUY OR LOAD TO YOUR COMPUTER

·CAPTAINS CAN NOW ‘SEE’ TRAFFIC IN HARBORS, PRIOR TO THEIR TRANSIT

·AVOID “SCHEDULING” DELAYS BY KNOWING WHERE OTHER VESSELS REALLY ARE AND WHAT THEY    ARE DOING; COURSE, SPEED, AND ETA

·Plays back and records history

·Better and more efficient knowledge

·Better discussions made with more information result in more efficiency and saves money

When an agent needs to schedule multiple berths they have to make multiple calls.  Down the road this will be like a marine exchange. 

Answers to Questions: This program does not take responsibility from the State.

It is free standing entity and does not require a Port Authority.

San Francisco marine exchange is 24/7 USCG in San Francisco uses this system.

There can be a free trial bases.  It is user friendly and simple with charge to E-mail address: $100.00 & cell phone $125.00.

Rusty:  His Capt. didn’t see the value initially now will not go with out it.  AIS also ties in with international

Sause believes it is an important tool to prevent collisions.

Information can come through their blackberries.

Information can be used as evidence for good and bad behavior.

Off shore range is 70-80 miles (150 Miles in San Francisco)

 2.    Up-Date of Clean Water Act impacts on Boaters – Bill Mossman:  Exemption from the Clean Water Act nullified two years ago. Included incidental waste water from washing down your boat-all recreational boaters got sucked in and all hell broke loose.  Boat U.S. states it took two years to get it corrected, Bill suggested that the exemption be re-established. 

3.    NOAA Fisheries Permits for Recreational Boaters -Bill Mossman:  This is a problem as another federal rule for all recreational boaters fishing in the EEZ.  The cost of the license will start at $25.00 in two years.  Fishing in our state constitution is free and equal to all.  A suggested provision is based on the boat not the individual.  As currently written this rule will include the guy fishing on the pier.

Jeff announced the formation of three new monuments by President Bush.
